I'm with you on the incompetency of most government programs. However, I'd add law enforcement and build/maintain infrastructure to the task of national defense.
We'll have to agree to disagree on that one, Trash, in that I think the federal government has made a complete hash of law enforcement at their level. While they like to get involved in faddish things like "hate crimes" (is Hugh Hefner the Al Capone of "love crimes"?), they simply refuse to take action in arguably federal crimes such as illegal immigration. Local cops are much more effective, I think, even despite corruption and incompetence in local government.
I also demur on infrastructure---again, it was the federal government which screwed the pooch on the levees. Last thing we should want is an unaccountable Washington bureaucrat building the roads, bridges, levees, or train tracks we use every day.
