A very odd thing, if you recall, is that since the end of the Cold War, terrorism had been predicted to be a major DOD concern. A fellow named Paul Wolfowitz wrote a 1992 Draft on "Defense Policy Guidance" that outlined scenarios in which U.S. interests could be threatened by regional conflict:

"access to vital raw materials, primarily Persian Gulf oil; proliferation of weapons of mass destruction and ballistic missiles, threats to U.S. citizens from terrorism or regional or local conflict, and threats to U.S. society from narcotics trafficking."

Wolfowitz was Bush Sr.'s under secretary of defense for policy at the time, and had been the U.S. Ambassador to the Republic of Indonesia from 1986 to 1989.

I also recall Bush Sr.'s favorite snack food was pork rinds. Probably just coincidences, but Wolfowitz's draft seems to have assured applicable DOD preparations for what followed. Ostensibly, ex-CIA head Bush must have agreed. My only question is whether Wolfowitz prescription inadvertently helped to induce the Al Qaeda uprising, because it certainly was not prophylactic.

Incidentally, Bush Jr.'s favorite snack food is said to be pretzels.
