All fine and dandy, but Gates didn't reform the CIA, and he isn't likely to reform the Pentagon, where the problem is quite frankly too many desk drivers who Clinton vaulted beyond their capabilities and too many future defense contractors.
We need generals with ideas and fighting spirit, and we have precisely zero chance of getting them where they can do the most good under another go-along-to-get-along bureaucrat.
