I wouldn't mind a virtual fence if it involved pain. You know that crowd dispersing weapon the Air Force debuted at Moody a year or so ago? Put a couple of hundred along the border and just flip the switch on. Couldn't be terribly more expensive than a physical fence.
It would be awesome.
