Tef's vote is that it's a wig. A freaky baby wig. And that Suri, the bionic alien child, is actually blonde. Because that would be in keeping with the blonde-headed Arian race that L. Ron Hubbard decreed TomKat should spawn in the lab so they could overtake the Earth.
And this is all just a black-wigged red herring to throw us off the trail. ;-)
